    According to media reports, the Supreme Court heard the presidential reference regarding holding the Senate elections by open ballot, in which the lawyer of the Election Commission submitted a reply saying that the code of conduct for voters has been submitted to the court.

    During the hearing, chaired by Chief Justice of Pakistan Justice Gulzar Ahmed, PPP leader Raza Rabbani started his arguments by saying that the purpose of setting up the Senate was to provide equal representation to all the provinces.

    Continuing his arguments, Raza Rabbani said that it was not necessary for the ruling party in the federation to have a majority in the province as well, adding that the alliance of opposition parties could also change the proportion of seats in the Senate. I will give a detailed position on the point of proportional representation in the court.

    During the hearing, Justice Ijaz-ul-Ahsan said that proportional representation is mentioned in both Article 51 and Article 59. Even the alliance of political parties does not affect the proportional representation. However, if any political party wants to form an alliance, it should do so openly.

    On this occasion, Raza Rabbani said that the interpretation of proportional representation that the court is giving is ideal. Political matters are never ideal. In Punjab, both PML-Q and PTI have an alliance and PTI in the Senate. Has also given seats to PML-Q.

    Just as Justice Ijaz-uinl-Ahsan in his remarks said that the representation of a political party in the upper house should be proportional  the province, on this occasion Justice Umar Ata Bandial said that many times political parties deal with parties in other provinces. If there is an inter-provincial alliance, why is it necessary to keep it secret?

    Responding to a query from Justice Umar Ata Bandial, Raza Rabbani said that there is a difference between political alliance and horse trading. Generally, political alliance is secret, however, if a person wants to become a member of the Senate individually. In that case horse trading is possible.

    Raza Rabbani of the Pakistan People’s Party (PPP) was arguing on the presidential reference regarding holding the Senate elections through open ballot that the court adjourned further hearing of the case till Monday.
