While Kerala capital city Thiruvanathapuram topped the list and Chhattisgarh's new capital Naya Raipur came second, Congress chief Sonia Gandhi's constituency Raebareli could not find place in the list of smart cities. The names were announced by Union urban development minister M Venkaiah Naidu.
